Usage Server Badge Meaning Red vs Green

### problem

On the Usage Dashboard, the badge next to the server name (see image above) may be interpreted as showing whether the server is Online (green) or Offline (red).

However, this is not what it represents. The badge actually indicates whether the Usage service is running on the same instance as the Management Server serving the UI.

As a quick improvement, we could add a tooltip to clarify this when hovering over the badge.

Commencez par Tools > Usage et suivez le badge situé à côté du nom du serveur dans le Usage Dashboard, puis recherchez l’entrée de localisation pour label.usageislocal.tooltip. Ajoutez le tooltip explicatif suggéré et vérifiez que le survol du badge indique clairement s’il précise si Usage s’exécute sur la même instance que le Management Server.
