### The required feature described as a wish

As a User/Admin/Operator I would like to have the ability to change template property

Steps to reproduce the issue

1. Register the template with "Read Instance settings from OVA"

2. Try to edit the template , there is no option to disable the "Read Instance settings from OVA""

If there are no instances deployed from the Template, Admin/User should be allowed to change the Template setting “Read Instance settings from OVA”

首先跟踪模板编辑 UI 以及对 “Read Instance settings from OVA” 属性的 API 处理，以注册流程作为其当前行为的参考。当没有实例使用该模板时，可以在 UI 和 API 中修改此设置，同时在存在实例时保留该限制，即视为完成。
