feat(sidenav): add a modal option

Add an input to the mat-sidenav that determines whether it is treated as a modal dialog. This is where we landed after some discussion about the sidenav's current focus trapping behavior: https://github.com/angular/components/pull/21962#issuecomment-796983169

まず mat-sidenav の実装と既存の focus-trapping 動作を見つけ、次に合意されたモーダルのセマンティクスについて、リンクされている pull request の議論を読んでください。sidenav がモーダルダイアログとして扱うかどうかを制御する input を公開し、そのオプションを対象とする動作とテストが含まれていれば完了です。
