Ensure correct quoting in translations

As above, English and translations should use "‘" `‘` and "’" `’`. (This means you get language and font-specific rendering of the opening and closing quote marks. "“" `“` and "”" `”` might be preferable.)

No files or tests are named. Start by locating the English and translated strings that contain quotation marks, then compare their entities and rendering context. Done means the relevant translations use the appropriate opening and closing quote entities consistently.
