Xcode build... error: SWIFT_VERSION '5.0' is unsupported, supported versions are: 3.0, 4.0, 4.2. (in target 'Starscream')

新しい Vue テンプレートと tns run ios --bundle で再現し、issue に記載されている NativeScript のバージョンと Xcode 10.1 を使用する。iOS アーカイブのビルドと Starscream target の SWIFT_VERSION を追跡する；アプリがサポートされていない Swift 5.0 のエラーなしでビルドおよびアーカイブできれば完了とする。
