Add rest endpoint annotations for health.proto

Using gRPC 1.9.0

### What did you expect to see?
If it were possible to implement the health.proto service as REST interface too, it would minimize the duplication and generation of protofiles when using together with the repository of gRPC-gateway( https://github.com/grpc-ecosystem/grpc-gateway).

まず health.proto の場所を特定し、その service 定義と RPC 定義を読んでから、grpc-gateway で想定されている REST アノテーションのアプローチと比較します。意図されたマッピングを確認し、重複した proto 定義を必要とせずに health service を REST 経由で公開できることを検証します。
