Add rest endpoint annotations for health.proto

### What did you expect to see?
If it were possible to implement the health.proto service as REST interface too, it would minimize the duplication and generation of protofiles when using together with the repository of gRPC-gateway( https://github.com/grpc-ecosystem/grpc-gateway).

Start by locating health.proto and reading its service and RPC definitions, then compare the REST annotation approach expected by grpc-gateway. Confirm the intended mappings and verify that the health service can be exposed through REST without requiring duplicate proto definitions.
