No active shell session

### Describe the bug

OS: Pop OS LTS 22.04
Shell: /bin/bash 5.1.16(1)-release
Copilot: GitHub Copilot CLI 1.0.32

Copilot doesn't seem able to execute shell commands. It took about two minutes to generate this output. The log indicates initialization timed out.

使用 `copilot --log-interactive-shells` 重現問題，並檢查附加的 `shell-0-1776516585182.log` 以尋找初始化逾時。追蹤互動式 shell 的啟動和命令執行路徑；當 `echo hello` 能夠快速完成，且沒有無效的 shell ID 或 shell 輸出錯誤時，即表示完成。
