No active shell session

### Describe the bug

OS: Pop OS LTS 22.04
Shell: /bin/bash 5.1.16(1)-release
Copilot: GitHub Copilot CLI 1.0.32

Copilot doesn't seem able to execute shell commands. It took about two minutes to generate this output. The log indicates initialization timed out.

### Steps to reproduce the behavior

`copilot --log-interactive-shells`

Reproduce the problem with `copilot --log-interactive-shells` and inspect the attached `shell-0-1776516585182.log` for the initialization timeout. Trace the interactive shell startup and command execution path; done means `echo hello` completes promptly without an invalid shell ID or shell-output error.
