Looks like theres a minimum vertical height for the github copilot app. I run into the issue on my phone where the keyboard would cover the input box. Can we relax this constraint?

Reproduce issue #3108 on a phone with the keyboard open and inspect the Copilot app's vertical layout constraints. Done means the input box remains usable without being covered by the keyboard at the reported phone size, while the app still renders correctly at normal heights.
