New project for app's integration testing with Dapr

## Describe the proposal

Develop and publish a new Maven artifact that allows application developers to easily write integration and end-to-end testing with Dapr. Ideally, supporting both standalone and K8s environments.

This is heavily inspired by our own integration testing code for the SDK.

まず、issue で参照されている standalone integration-test POC のコミットと、SDK に既存の統合テストコードを確認します。standalone 環境および Kubernetes 環境向けの新しい Maven artifact のスコープを定義します。完了とは、アプリケーション開発者が使用できるように artifact が開発され、公開されていることを意味します。
