[chore]: add a workflow to add new issues to the project automatically

When a new issue is created, it is automatically added to the project [#346](https://github.com/orgs/aws/projects/346)

### Possible Implementation

We can't use the projects field in the issue template because that would require the author to have the write permission to the project

まず、リポジトリの GitHub Actions workflow 設定と、リンクされているプロジェクト #346 を確認します。新しく作成された各 issue がそのプロジェクトに追加されるように自動化を追加し、その後、新しくオープンした issue で workflow を検証して、プロジェクトに表示されることを確認します。
