[chore]: add a workflow to add new issues to the project automatically

When a new issue is created, it is automatically added to the project [#346](https://github.com/orgs/aws/projects/346)

### Possible Implementation

We can't use the projects field in the issue template because that would require the author to have the write permission to the project

Beginne damit, die Konfiguration des GitHub Actions-Workflows im Repository und das verknüpfte Projekt #346 zu prüfen. Füge Automatisierung hinzu, sodass jedes neu erstellte Issue diesem Projekt hinzugefügt wird, prüfe anschließend den Workflow mit einem neu eröffneten Issue und bestätige, dass es im Projekt erscheint.
