[chore]: add a workflow to add new issues to the project automatically

When a new issue is created, it is automatically added to the project [#346](https://github.com/orgs/aws/projects/346)

We can't use the projects field in the issue template because that would require the author to have the write permission to the project

Commencez par vérifier la configuration du workflow GitHub Actions du dépôt et le projet associé #346. Ajoutez une automatisation afin que chaque Issue nouvellement créé soit ajouté à ce projet, puis vérifiez le workflow avec un Issue nouvellement ouvert et confirmez qu’il apparaît dans le projet.
