Add JetBrains support

JetBrains has been providing us with free licenses for many years. They have asked us this:

I don't have a strong opinion either way.

Issue にはファイル名が記載されていないため、まず repository または website の謝辞がどこで管理されているかを特定し、既存のスポンサーへの言及を確認します。合意した場所に、指定されたリンクとロゴを使った「Supported by JetBrains」という目立つ謝辞が追加されれば完了です。
