Add JetBrains support

JetBrains has been providing us with free licenses for many years. They have asked us this:

I don't have a strong opinion either way.

The issue names no file, so start by locating where repository or website acknowledgements are maintained and check for existing sponsor mentions. Done means a visible “Supported by JetBrains” acknowledgement is added in an agreed location using the requested link and logo.
