Testing JIRA ticket for testing committership

This ticket is only used for testing committership. Please keep it open.

New committers can submit a PR to add their names to `dev/COMMITTERS.md`, and attach ID of this JIRA ticket to the PR title (this convention is required by the `dev/merge_parquet_pr.py` script).

Open dev/COMMITTERS.md and review the existing name format. Add the new committer's name there, then ensure the pull request title includes this JIRA ticket ID so dev/merge_parquet_pr.py can process it; the finished PR should update only the committer list and follow that title convention.
