## Why you need it?
We should adopt a uniform and clear policy for commit, PR approvals and others important aspects of the Apache OpenSerververless (incubating) projects. Some of the objective should be:

- lock the main branch
- define how many reviewers are needed to accept a PR
- tagging and versioning rules

## How it could be?
We could leverage a .asf.yml file in every relevant repository

Determine the appropriate .asf.yml contents for each repository and consider how the configuration will be validated. Done means each relevant repository has a consistent, agreed policy file.
