Consider publishing specific target-optimized builds

DataFusion bindings currently uses the default cpu-target for x86_64 which doesn't generate sse4, avx, etc. instructions.

Consider publishing builds like `arrow-datafusion-skylake` etc. that has optimized binaries for a specific architecture.
