After a fresh install and doing the setup wizard, the Network->Security groups UI item will not be shown until you restart
the cloudstack-management service and relog.

##### STEPS TO REPRODUCE

Do a fresh CloudStack install
Run through the wizard with basic zone + security groups

Reproduzir o assistente de configuração de uma instalação nova com uma zona básica e grupos de segurança e, em seguida, verificar a entrada Network → Security groups antes e depois de reiniciar o cloudstack-management. Considera-se concluído quando a entrada aparece imediatamente após o assistente sem reiniciar o serviço; um pull request vinculado e aberto indica que esse trabalho já está em andamento.
