After a fresh install and doing the setup wizard, the Network->Security groups UI item will not be shown until you restart
the cloudstack-management service and relog.

##### STEPS TO REPRODUCE

Do a fresh CloudStack install
Run through the wizard with basic zone + security groups

Reproducir el asistente de configuración de una instalación nueva con una zona básica y grupos de seguridad, y después verificar la entrada Network → Security groups antes y después de reiniciar cloudstack-management. Se considera terminado cuando la entrada aparece inmediatamente después del asistente sin reiniciar el servicio; un pull request enlazado y abierto indica que ese trabajo ya está en curso.
