**Display Tags in the UI for each ACL Rule, and allow users to filter by Tags**

- Tags are supported in the GUI, but they are not displayed.
- If tags are shown in the UI, it makes it easier to scan
- Allow users to filter by tags (which makes grouping and filtering much easier)
- Useful when we have more than many ACL Rules.

まず ACL Rule UI と既存のタグサポートを追跡し、次に関連する親 issue #8841 を確認して背景を把握します。ACL Rule のタグが表示され、ユーザーがタグでルールをフィルタリングできるようになれば、作業は完了です。大規模なルールセットも対象に含まれます。
