[Docs][Java] Install document uses <arrow.version>9.0.0</arrow.version>

https://arrow.apache.org/docs/java/install.html

Can we use the current release version number instead of `9.0.0` automatically?

We may be able to use Sphinx's (reST's) substitution feature for this.

從 https://arrow.apache.org/docs/java/install.html 的 Java 安裝頁面開始，並查看連結的 Sphinx 替換文件。追蹤 release 版本的定義位置，並讓渲染後的頁面使用目前版本，而不是硬編碼的 9.0.0；確認產生的文件顯示目前版本。
