[Docs][Java] Install document uses <arrow.version>9.0.0</arrow.version>

https://arrow.apache.org/docs/java/install.html

Can we use the current release version number instead of `9.0.0` automatically?

We may be able to use Sphinx's (reST's) substitution feature for this.

从 https://arrow.apache.org/docs/java/install.html 的 Java 安装页面开始，并查看链接的 Sphinx 替换文档。追踪 release 版本的定义位置，并让渲染后的页面使用当前版本，而不是硬编码的 9.0.0；确认生成的文档显示当前版本。
