aio rt:activation:logs should display info message if custom log forwarding is configured

In case custom log forwarding is configured, logs are not stored in Adobe infrastructure and so will not be returned by `aio rt:activation:logs` command.

**Describe the solution you'd like**

`aio rt:activation:logs` command should display an info message that explains that custom log forwarding is configured.

`aio rt:activation:logs` コマンドのエントリーポイントから開始し、Adobe インフラストラクチャからログを利用できるかどうかをどのように判定しているかを追跡します。カスタムログ転送が設定されている場合にコマンドが情報メッセージを表示し、それ以外の場合は既存の動作を維持すれば完了です。
