[Enhancement]: enable Swagger UI even in the Production mode

### What happened?

Currently the swagger UI is exposed only when the Development mode is set.
We would like enable the Swagger UI even if the Production mode is set.

まず、Swagger UI の登録箇所と、現在それを Development モードに制限している環境チェックを特定します。Development と Production の両方の構成での動作を確認し、存在する場合は関連する REST API テストも検討します。完了の条件は、要求どおり Production で UI が利用できることです。
