[Strict TS API] NativeSyntheticEvent doesn't match BaseSyntheticEvent

Description

My team uses unified codebase that share web and native code, so that is why a BaseSyntheticEvent event was used here.

Bắt đầu với kiểu TextInput onSubmitEditing và định nghĩa NativeSyntheticEvent được React Native 0.87 sử dụng. Tái hiện phép gán TypeScript nghiêm ngặt từ issue, sau đó so sánh với kiểu của BaseSyntheticEvent trong React. Hoàn thành khi handler được báo cáo tương thích mà không làm yếu các kiểu event liên quan, đồng thời có kiểm tra hồi quy cho ví dụ được nêu.
