[Strict TS API] NativeSyntheticEvent doesn't match BaseSyntheticEvent

Description

My team uses unified codebase that share web and native code, so that is why a BaseSyntheticEvent event was used here.

从 TextInput onSubmitEditing 类型以及 React Native 0.87 使用的 NativeSyntheticEvent 定义开始。复现 issue 中严格的 TypeScript 赋值，然后将其与 React 的 BaseSyntheticEvent 类型进行比较。完成标准是：所报告的 handler 在不弱化相关事件类型的情况下兼容，并且针对所示示例有回归检查。
