Xia regression: stall when apt-listchanges is installed

Start by reproducing the stall with apt-listchanges installed and inspect the update window's details behavior, using the provided reproduction steps and logs as the baseline. Done means the apt-listchanges prompt is either absent or made obtrusive by expanding the details tab and focusing the window, or by showing a GUI prompt.

Describe the bug

When the package apt-listchanges is installed, installing an update via mintupdate stalls in the manner that the screenshot below shows.

1. Have apt-listchange installed.
2. Try to install an update via apt-listchanges.
3. Wonder why nothing is happening.
4. Within mintupdate's update window, click 'details' and discover what is happening.

Expected behavior

Either there should be no prompt at all or else the prompt should be obtrusive. minupdate could make the prompt obtrusive either by either: (1) expanding the 'details' tab within the update window and giving that window the focus; (2) giving a GUI prompt.
