Unable to login with GitHub

**Describe the bug**
Click Sign in to Github, nothing happen

**To Reproduce**
Steps to reproduce the behavior:
1. Open VS Code
2. Click to Github Action
3. Click to Sign in to Github

**Expected behavior**
There is nothing happening; you should open browser and redirect to github

GitHub Actions を開いて Sign in to Github を選択し、VS Code v0.27.0 で失敗を再現します。そのサインインのエントリポイントを追跡し、それを選択するとブラウザーが開いて GitHub にリダイレクトされることを確認します。issue にはファイル名やテスト名の記載はありません。
