Unable to login with GitHub

**Describe the bug**
Click Sign in to Github, nothing happen

**To Reproduce**
Steps to reproduce the behavior:
1. Open VS Code
2. Click to Github Action
3. Click to Sign in to Github

**Expected behavior**
There is nothing happening; you should open browser and redirect to github

Reproduce the failure in VS Code v0.27.0 by opening GitHub Actions and selecting Sign in to Github. Trace that sign-in entry point and verify that selecting it opens a browser and redirects to GitHub; the issue provides no file or test names.
