Release preparation commits show "invalid-email-address" on GitHub

**Description of the issue**

The "Release preparation for version ..." commits in this repository show "invalid-email-address" here on the GitHub UI at some places (it is not completely consistent though where this is shown). For example:

The reason is most likely that the committer e-mail address is `github-actions@github.com`, while it should probably be `41898282+github-actions[bot]@users.noreply.github.com` (see https://github.com/orgs/community/discussions/26560).

Start with the release-preparation process that creates the commits referenced in shared/util/CHANGELOG.md, then verify the committer email used by those commits. Update the release automation so GitHub recognizes the GitHub Actions bot identity, and confirm that newly generated release commits no longer display “invalid-email-address” in the GitHub UI.
