When I am in full screen I cannot click between the different tabs in the review panel. For example trying to switch between PR and Changes tab will just make the cursor go to the grab icon as if I were to switch the order of the tabs and not just click on the tab like I am trying to do.

Start by reproducing the issue in the v1.1.10 full-screen review panel, switching between the PR and Changes tabs. Compare a normal click with the tab-reordering gesture; done means the tabs switch reliably without triggering the grab cursor.
