Cannot click between tabs in review panel in full screen

When I am in full screen I cannot click between the different tabs in the review panel. For example trying to switch between PR and Changes tab will just make the cursor go to the grab icon as if I were to switch the order of the tabs and not just click on the tab like I am trying to do.
