The repo skills in my repo .

The repo skills in my repo .agents/skills directory are not being discovered by the GitHub Copilot Desktop app. I need to manually tell the agent that a repo skill exists for it to discover and run the skill. This behavior is specific to the desktop app and does not happing when using GHCP in VS code.

Reproduce the issue in GitHub Copilot Desktop 1.0.25 on macOS with a repository skill under .agents/skills, then compare discovery with GHCP in VS Code. Done means the desktop app discovers and runs repository skills without manually telling the agent they exist.
