[Bugs] Chat content cut-off on an ask_user interaction

Sometimes there is new content in the chat, and an interactive question that stops the flow and waits for the input. The bug is that the content before the question is not shown in full and can't be scrolled to the end. Sometimes it's misleading because there is no indication that some context is missing. Sometimes it's clear because the question is out of visible context, but there is no way to see it, except interrupting the question.

/chat パスから開始し、スクロールが必要になるだけの十分なコンテンツを追加した後で ask_user インタラクションを再現します。チャットビューが質問より前のコンテンツをどのように処理するかを確認し、その後、インタラクションが入力を待機している間に、先行するすべてのコンテンツが表示され、最後までスクロールできることを検証します。
