[Bugs] Chat content cut-off on an ask_user interaction

Sometimes there is new content in the chat, and an interactive question that stops the flow and waits for the input. The bug is that the content before the question is not shown in full and can't be scrolled to the end. Sometimes it's misleading because there is no indication that some context is missing. Sometimes it's clear because the question is out of visible context, but there is no way to see it, except interrupting the question.

Start at the /chat path and reproduce an ask_user interaction after adding enough content to require scrolling. Check how the chat view handles content before the question, then verify that all preceding content is visible and can be scrolled to the end while the interaction waits for input.
