Support setting cron monitor tolerances

### Problem Statement

First of all thanks for a great product and a great ruby integration! ❤️

My feature request: Currently we can set `schedule`, `checkin_margin` and `max_runtime` but it would be awesome if we could also set `failure_tolerance` and `recovery_tolerance`.

まず、Ruby 統合で現在 schedule、checkin_margin、max_runtime がどのように処理されているかを、関連するテストとリクエスト payload も含めて追跡します。同じ経路に failure_tolerance と recovery_tolerance のサポートを追加し、その結果得られる monitor 設定がテストでカバーされていることを確認します。
