Add a package that provides Error types from the API

There is an upcoming feature in the API about extensions.

It would be helpful to have a package that provides a way to create API Error objects. The package can be named `@commercetools/api-error-types`.

Please get in touch with @cneijenhuis that can help out with the list of errors and their related fields.
