Praser saying "Option parameter was provided without an option." need help

I'm trying to mod in an english patch for the japanese exclusive DLC for fire emblem fates (credit to SilentHell on here for making the mod). one of the instuctions was to copy and paste a simple command into command prompt but when i do i keep getting the error in the screenshot

i'd comment on the actual thread for help but i saw that there was someone with the exact same issue as me that was posted in May 2022 with no answer so i'm guessing that SilentHell won't be of any help, if anyone has a solution for this i'd love to hear it please.
