Praser saying "Option parameter was provided without an option." need help

I'm trying to mod in an english patch for the japanese exclusive DLC for fire emblem fates (credit to SilentHell on here for making the mod). one of the instuctions was to copy and paste a simple command into command prompt but when i do i keep getting the error in the screenshot

i'd comment on the actual thread for help but i saw that there was someone with the exact same issue as me that was posted in May 2022 with no answer so i'm guessing that SilentHell won't be of any help, if anyone has a solution for this i'd love to hear it please.

L’issue ne mentionne aucun fichier du dépôt, test ou point d’entrée ; commencez par demander la commande exacte affichée dans la capture d’écran, ainsi que la version du parser et l’environnement. Reproduisez l’erreur signalée, puis établissez la cause confirmée et le comportement attendu avant d’estimer une modification du code ou de la documentation.
