Support HTTP headers for connecting to Coder behind an authenticating proxy

- [preferred] cleared by admins, e.g. written to Admin only config (Registry on Windows)
- run as the end user account that specified it

coder-desktop-macos/pull/24 で完了した作業をコンテキストとして使用し、まず manager/tunnel がリテラルな HTTP ヘッダーをどのように受け取るかを追跡します。ヘッダーコマンドがどこで処理されるか、また macOS で Admin-only 構成がどのように表現されるかを特定します。コマンドから提供されたヘッダーが管理者によってクリアされるか、それらを構成したエンドユーザーとして実行されれば完了です。
