Touch to display tooltip (Not long touch)

I have an info icon like ℹ️ or similar. I would like my users to touch the icon, without long touch, as this would be more intuitive

Can we add an option to touch without to long touch for the tooltip text to be triggered? I'd be happy to pick this up

**Describe alternatives you've considered**
I have tried setting the `enterTouchDelay` prop to something like `0` or `1` so that it might trigger much sooner. Seems like this delay is only applicable after a long touch is registered

Start with the Tooltip component and its enterTouchDelay behavior, then inspect how touch and long-touch activation are currently distinguished. Define the expected immediate-touch behavior for the info-icon example and add coverage for it before confirming the existing long-touch behavior still works.
