remove redundant documentation

This [http://proceedings.brainhack.org/submit/](page) has redundant information with the [docs](https://brainhack-proceedings.readthedocs.io/en/latest/AUTHORS.html). We should remove this redundancy and simply add a few summary lines with links to the most important sections of the docs.

http://proceedings.brainhack.org/submit/ の内容と、リンク先の Read the Docs ドキュメントの AUTHORS セクションを比較する。重複している情報と、ページからリンクすべき最も重要なドキュメントセクションを特定する。完了条件は、ページにそれらのリンクを含む簡潔な概要のみがあり、冗長な内容がないこと。
