`compile_pip_requirements` fails because setuptools contains file with spaces in name

`compile_pip_requirements` when ran with `bazel run //:requirements.update`

### Is this a regression?

Not sure. Similar issue is #4605.

### Description

My BUILD file contains the following -
```
load("@rules_python//python:pip.bzl", "compile_pip_requirements")
compile_pip_requirements(
name = "requirements",
src = "requirements.in",
requirements_txt = "requirements_lock.txt",
)
```
The issue seems to be that the file "pypi__setuptools/setuptools/_vendor/jaraco/text/Lorem ipsum.txt" used by setuptools has a space in the name and Bazel won't accept that.

I am using `USE_BAZEL_VERSION=7.3.2`. With MODULE having -
```
bazel_dep(name = "rules_python", version = "1.8.5")
python = use_extension("@rules_python//python/extensions:python.bzl", "python")
python.toolchain(
python_version = "3.13",
)
```

まず、示されている `compile_pip_requirements` 設定で `bazel run //:requirements.update` を再現し、ルールが setuptools パス `Lorem ipsum.txt` をどのように処理するかを調べます。生成された runfiles マニフェストと、関連するルールのエントリポイントを確認します。依存関係にスペースを含むファイル名がある場合でも、requirements 更新ターゲットが正常にビルドできれば完了です。
