Feature Request: Add /plan mode for discussion without command execution

### Expected behaviour

A new `/plan` mode that allows users to have conversations and discuss strategies without Amazon Q executing any commands, file operations, or AWS API calls. This would be useful for planning workflows, getting advice, and brainstorming solutions before implementation.
