Research direction

The issue names no files, tests, or entry points. Start by tracing the CLI's command-execution and AWS API pathways to identify where a planning mode would be selected and enforced. Done means users can discuss strategies while commands, file operations, and AWS API calls remain disabled in /plan mode.
