Close Parquet github account to avoid confusion

The old github repo has significant history (github issues and PRs) that we'd like to maintain.
But at the same time it is confusing and people mistake it for the main repo.
We need a solution for this.

まず、issue で参照されている移行ドキュメントを読み、古い GitHub リポジトリの履歴、issue、pull request を確認します。古いリポジトリやアカウントが Parquet のメインリポジトリと誤認されるのを防ぎながら、その履歴を保持する合意済みの解決策が得られれば完了です。
