Close Parquet github account to avoid confusion

The old github repo has significant history (github issues and PRs) that we'd like to maintain.
But at the same time it is confusing and people mistake it for the main repo.
We need a solution for this.

Start by reading the migration documentation referenced in the issue and reviewing the old GitHub repository's history, issues, and pull requests. Done means an agreed solution preserves that history while preventing the old repository or account from being mistaken for the main Parquet repository.
