[CLI] operator update should be suggested only if an installation is detected

Updating the ops cli using 'ops -update` always reports that a newer version of the operator is available and that it can be updated using a specific tasks, e.g.

Current deployed operator can be updated with: ops update operator`

We should change the behaviour to trigger this check only if an active installation is detected

Bắt đầu từ điểm vào CLI cho `ops -update` và lần theo bước kiểm tra báo cáo rằng có phiên bản operator mới hơn. Chạy lại lệnh khi có và khi không có một bản cài đặt operator đang hoạt động. Công việc được hoàn tất khi đề xuất cập nhật chỉ xuất hiện khi phát hiện một bản cài đặt đang hoạt động.
